Registration Guidelines for the Empowerment English Proficiency Listening and Reading Test

The Ministry of Education has newly developed the BESTEP (Bilingual Education Students’ English Proficiency Test) specifically for university students in Taiwan, and it was first launched in September 2023. Unlike the General English Proficiency Test (GEPT), which focuses on general daily English, and the Test of English for International Communication (TOEIC), which emphasizes business English proficiency, BESTEP highlights English communication skills in academic and higher education contexts.

Our university has been designated by the Ministry of Education as a key institution for promoting English proficiency enhancement. A total of 600 free test quotas are fully subsidized by the Ministry of Education under this project (currently pending final approval; in case of any changes, admission will be granted on a first-come, first-served basis).

The BESTEP Listening and Reading Test will be held on Saturday, 2026 May 23 at the Taipei and Taoyuan campuses. Students are encouraged to seize this opportunity. Details are as follows:

  1. Online Registration: From now until March 8 at 23:59. Admission will be granted on a first-come, first-served basis until all quotas are filled.

  2. Test Results and Rewards: Current students of the university (excluding international students) may apply for incentives in accordance with the “Ming Chuan University Regulations for Outstanding Performance in Designated English Proficiency Tests.”
    (1) Students who achieve B1 level in both sections will receive a subsidy of NT$500.
    (2) Students who achieve B2 level or above in both sections will receive a subsidy of NT$600.

  3. This English proficiency test has been included as one of the qualifications for applying for exemption from the required General English courses. Students are encouraged to take advantage of this opportunity. (Not applicable to students of the International College.)

  4. As the free test quotas are limited and valuable, students who register but are absent without valid reason will lose eligibility for future free BESTEP test applications. If absence is due to unavoidable circumstances, students must, within the same week after the test (late submissions will be regarded as unexcused absence), submit supporting documents to the English Language Teaching Centers at either campus in accordance with the university’s midterm and final examination leave regulations.

Registration Notes (Items – are new LTTC regulations effective from 2026):

 Starting from 2026, paper score reports will no longer be issued. Test takers with no violation records will receive a download link for their electronic certificate via the BESTEP official website membership system within 1–2 weeks after online score inquiry becomes available. Please ensure that the email address provided is accurate to avoid delivery issues.

 After group registration data is uploaded, the BESTEP official website system will automatically send a “Candidate Verification Email.” Candidates must complete the verification process to proceed with subsequent procedures.

 The electronic certificate will include the candidate’s photo. Please upload a clear, front-facing photo that meets official ID specifications with a plain background.

 Please complete the registration form below by 23:59 on Sunday, March 8 (AY 115). Any incorrect, incomplete information, or non-compliant photo uploads may affect admission eligibility and order. Admission results are expected to be notified via email by March 20.

 Test scores will be available online in mid-to-late June. The exact date will be announced via email in due course.
